Youth Dually Involved in the Juvenile Justice and Child Welfare Systems

We will hear from Shay Bilchik, founder and director of the Center for Juvenile Justice Reform at Georgetown University Public Policy Institute.  Shay, former CEO and president of the Child Welfare League of America and former head of OJJDP under Clinton, is a leading expert on dually involved youth.  (We may be joined by an additional presenter as well.)

 

On the call, Shay will review current data on "cross-over " youth (the size of this population, co-variants that exist when kids cross over, types of placements they end up in, etc.).  He will explain what we know about the nexus of maltreatment and delinquent behavior, as well as new thinking about how to bridge child welfare and juvenile justice systems to improve young people's chances to become successful and productive adults.  Shay will highlight how systems are working together on educational issues, including new data points on educational deficits that dually involved kids tend to face.
